2010·第四届中国北京国际美术双年展章程

    2003年创办的中国北京国际美术双年展(简称北京双年展),由国务院批准立项,政府出资,中国文学艺术界联合会、北京市人民政府和中国美术家协会共同主办,是中国《国家‘十一五’时期文化发展规划纲要》重点扶持的知名品牌文化活动。北京双年展已在2003年、2005年和2008年相继举办了三届,短短5年间参展国从45个增至81个,参展艺术家累计2000余人,观众累计达百万。北京双年展作为中国改革开放的窗口和国际文化交流的平台,采用中国策划委员会团队与国际策展人结合的策展方式,坚持构建和谐世界的策划理念,参展作品以绘画和雕塑形式为主,被誉为“当代国际绘画雕塑的中国支点”,在当代世界艺坛的影响力日益增强。

一、展览名称

三、    展览主题

主题:生态与家园

主题释义:“生态”主要是指“生物的习性、生活方式及其与环境的关系”,即人类与其他物种在一定自然环境中的生存和发展状态。生态环境问题是当今人类普遍关注的焦点,全球性的生态危机需要我们共同应对。用艺术形式呼吁人们保护和改善生态环境,维护和建设人类赖以生存的共同家园,也是当代艺术家义不容辞的社会责任和崇高使命。本届北京双年展的主题“生态与家园”,旨在表明中国与世界各国当代艺术家关注生态环境问题的文化立场和艺术担当。就广义来说,“生态”不仅包括自然生态,也包括人文生态;“家园”不仅代表物质环境,也寓意精神家园。本届北京双年展的主题有广泛的包容性,艺术家们可以从不同角度,用不同的形式,表现这一主题。预期在参展作品中,有些是对生态危机的警示和对破坏生态环境的恶劣行为的批判,更多的是对保护生态环境的高尚情操和精神境界的推崇与赞扬。这些作品着重抒发关爱一切生命的情怀,寄托人与自然和谐共存与发展的美好理想,以期激发广大公众自觉的生态环境保护意识,增强人们克服生态危机、建设绿色家园的信心。相信当代艺术家富有灵感、才情和个性的艺术创造,能够使广大观众获得独特的精神陶冶和审美享受。

四、    参展艺术家与作品要求

北京双年展参展作品来自世界五大洲,遴选各参展国具有影响力的艺术家及其代表作品。展览以绘画和雕塑作品为主,出于主题内涵之表现的需要,也可吸纳一定数量的平面影像、综合材料及装置类的作品。
    1、北京双年展的国内外参展作者由特邀和自由应征两部分组成;特邀中外艺术家名单由策划委员会确定;应征作品在全世界范围内征集。

2、参展作品原则上应为近5年来创作的,应注重美学品位和艺术质量。如参展作品已被代理或收藏,原则上由作者负责与代理或收藏方进行具体沟通。不接受纸上综合印刷品。

3、绘画作品尺寸原则上不小于1.2×1.2m(含画框),不大于3.0×3.0m(含画框),单件作品重量原则上不超过30kg(含画框);雕塑类作品原则上最小尺寸为50×50×50cm,最大尺寸为200×200×200 cm,单件作品重量原则上不能超过150 kg,各部分需衔接牢固,整体不褪色、不变形、质地结实。其他形式作品视具体情况另议,如有特殊要求,参展作者需提前与组委会联系。

4、组委会有权拒绝布展与作品信息表不符,超尺寸及重量,有噪音,散发有害气体,漏液,无法运输,无法布展,或被认为对观众有危险的作品。 

五、参展办法及有关日程安排

1、每位作者提交2-5件作品的图像资料供策委会评选,并须填写统一制定的《2010•第四届中国北京国际美术双年展参展作者登记表》及《2010•第四届中国北京国际美术双年展作品信息表》,表格可从北京双年展网站(见“十三、联系方式”)下载或从北京双年展办公室免费领取。

表格由投稿人亲笔签名方为有效投稿,一旦签名,即视为投稿人同意遵守《2010•第四届中国北京国际美术双年展章程》的所有条款。

表格填写务必清楚,不漏项,国外参展作者(华裔除外)原则上用英语填写。报送材料逾期将不被接受。

作者登记表请附2寸彩色个人照片2张及同版电子版个人照片,电子版照片不小于1M

2、20091230之前将手填并亲笔签名的表格(有条件者可同时电脑填写一份,发至组委会指定电子信箱:office@bjbiennale.com.cn)及所提交作品的彩色照片(照片大小为12寸,雕塑作品每件应配不同视角的照片3张,照片背面应注明相关信息:作者、题目、尺寸、材质等,组装作品要有清楚明了的安装图)、光盘(作品电子版照片不小于4M)、反转片或幻灯片(反转片为120型号,幻灯片为135型号,装框,标明作品基本信息、正反面及上下)寄到北京双年展办公室,供策委会评选。

组委会对所有参选资料存档,不予退还。请作者自行保存备份。

3、无须交纳报名及参展费。

4、策委会将择机及时依据照片及反转片对所有报送作品进行评选,评选结果将在北京双年展官方网站公布,同时,组委会将向入选作者寄发入选通知及研讨会邀请信等,明确双方的责任、权利和义务。入选作者应将相关回执签字后按时寄回组委会(回执时间将在评选会后通知),逾期不寄回将被视为放弃入选资格。

5、组委会享有自由展示获奖及入选作品,对参展作品进行自由拍照并公开免费使用照片,公开免费使用作者在报名表及网站上提供的个人信息等权利,并为此无需向作者支付相关费用。

6、所有入选作者均会被邀请出席开幕式,组织者负担参展并参加研讨会的国外艺术家在华约4晚5天的食宿及交通费(如需家属随行,一切费用自理)。 

六、参展作品装裱、包装、运输与保险

1、组委会负担国外参展作品的往返运费,运输方式原则上为海运;组委会只负担国内参展作品的退件费用;组委会负责所有捐赠作品来程运费的实报实销,不再回运。

2、绘画作品由作者自行装框。油画作品固定在外框上须坚固可靠,作品内外框上不应有钉子及锐物外露;版画及水彩画、粉画作品的镜框不应使用玻璃镜面,可选用有机玻璃或透明塑料板;雕塑作品如对展台有特殊要求,原则上请作者自行准备;其它媒介的参展作品另议。

3、参展作者负担作品启运、到达中国/北京·中国美术馆的保险费。作品在展览和退还运输期间由组委会统一投保。如作者要指定运输公司,须自行办理回程保险事宜。

4、组委会将及时告知国外作者已确定承运的运输代理公司。国外作者如未提出自行指定运输公司的书面要求,则视为同意组委会确定的运输代理公司承运其作品,并须将按要求包装好的参展作品交给组委会指定的运输代理公司(组委会提前将作者提供的联系方式告知运输代理公司),包装箱外需写清组委会告知的参展编号,包装费作者自理,运输代理公司原则上不负责上门取件,如确需运输代理上门取件,请在《作品信息表》“备注”栏说明。

国内作者须按时(具体时间另行通知)将包装好的参展作品寄至北京双年展办公室,包装箱外需写清组委会告知的参展编号,须是“门”到“门”的运输性质,作者自行承担运费;如系作者本人自行将作品送至北京双年展办公室,作品也须包装好且写清参展编号,并请提前电话预约。

入选作者需按照入选通知将对应的作品按时启运或交给运输代理公司,不能擅自更换作品,否则组委会有权拒绝接收。如入选作品不能按时交给运输代理公司或运至组委会,组委会对在此情况下造成该作品无法展示的后果不承担责任。

未入选作品被作者自行运至组委会或展场的,组委会概不接收,且不承担该作品的代管、退件等任何义务。

5、组委会及主办方不以任何方式对参展作品在运输和参展期间发生的灭失、短少、污染、损坏等任何损害承担赔偿责任,由组委会指定的保险公司统一负责理赔,主办方协助办理保险索赔事宜。

6、参展作品由组委会负责退件。国外入选作品未通过指定运输代理而送至组委会的,组委会原则上不负责退件,确需组委会退件的,需提前与组委会商议。 

七、作品集及宣传品

1、作品集:彩色精印635mm×965mm,1/8。除所有参展作品外,还将收入作者简介、作品说明等文字内容。每位参展作者获赠两本。
    2、导览册、贴心手册。
    3、彩色海报。
    4、请柬(分开幕式、庆祝晚宴、研讨会三种内容)。

5、组委会享有上述作品集 、导览册、贴心手册等资料的整体版权。 

八、研讨会及文献集

1、展览开幕后举办国际研讨会,进行同声传译(英法文)。
2、邀请策划委员和中外参展者及海内外有影响的批评家、策展人、学者、编辑等参加。
3、议题围绕展览主题确定,如“当代生态环境与人文艺术的关系探究”。
4、研讨会方式:(1)圆桌会议或国际惯例式的计时演讲、答问会;(2)对讲人论辩、答问会。
5、会后出版国际研讨会文献集(中英文)。

九、     奖项

由中外艺术家、策展人及评论家组成国际评审团,于展览开幕前评出最佳作品奖、优秀作品奖及中国青年艺术家作品奖等奖项,评选结果在媒体上公布并于庆祝晚宴上颁奖。

十、    证书

组委会将分别颁发以下证书:参展作品的《入选证书》;捐赠作品的《收藏证书》和获奖作品的《获奖证书》。 

十一、捐赠及收藏

1、组委会欢迎参展作者捐赠作品(以《作品信息表》上的选择及作者签字为准)。颁发收藏证书,给予作品材料补助费。捐赠作品将于下一届双年展设专区陈列。

2、获奖作品原则上由组委会优先收藏,给予适当收藏费。

十四、事宜解决办法

所有与本届北京双年展有关的事宜及争议,均由组委会负责协调解决。否则,可以向北京的中国国际经济贸易仲裁委员会提请仲裁解决,并适用中华人民共和国的法律。

十五、章程效力

本章程在北京双年展网站上公开。

本章程对所有参展作者和组委会及其确定的运输代理公司均具有约束力。凡申请参加本届北京双年展的作者,均被视为同意本章程及《参展作者登记表》及《作品信息表》上的内容。2010·第四届中国北京国际美术双年展组委会对本章程条款内容有最终解释权。

所有入选的海外华人和中国香港、澳门特别行政区及台湾省艺术家,权利、义务与中国大陆艺术家相同。

Regulations of the Fourth Beijing International Art Biennale, 2010 (Draft)

March 2009

The Beijing International Art Biennale (Beijing Biennale for short) initiated in 2003, with the ratification of the State Council and funded by the Chinese central government, is jointly sponsored by the China Federation of Literary and Art Circles, the Government of Beijing Municipality and the Chinese Artists Association, and it is also a key name-brand cultural project under the National Program on Cultural Development during the 11th Five-year Plan (2006-2010). We have so far held the Beijing Biennale successively for three times in 2003, 2005 and 2008. The number of the participating countries has increased from 49 to 81 in a short span of 5 years. Meanwhile, the participating artists have totaled more than 2000 and the visitors have reached one million. As a window on China’s reform and door-opening policy and a platform for international cultural exchanges, the Beijing Biennale adopts the cooperative mode of the Chinese Curatorial Committee and the international curators. We adhere to the idea of making efforts to build a harmonious world, and the exhibits mainly consist of paintings and sculptures. Having been praised as a “Chinese pivot of contemporary international painting and sculpture”, the Beijing Biennale has become more and more influential in the art circles across the world.

III. The Theme

Theme: Environment Concern and Human Existence

Explanation:

"Ecology" mainly refers to "the habits and lifestyle of creatures and their relations with their surroundings", namely, human beings and other species’ patterns of living and developing in a certain natural environment. Nowadays, the environmental issue has attracted universal attention, and we need to make joint efforts to address the global ecological crisis. Consequently, it is contemporary artists’ unshirkable social duty and noble mission, by using artistic form, to appeal people to protect and improve environment and maintain the common homeland of all human beings. With “Ecology and Homeland” as its theme, this Beijing Biennale aims at manifesting contemporary Chinese and international artists’ concerns for ecological and environmental problems, thus making known their cultural stand on and artistic responsibility for the matter. Broadly speaking, “Ecology” refers to not only natural ecology, but also human ecology. "Homeland" implies not only the physical environment, but also spiritual home. As the theme of this Beijing Biennale is widely inclusive, artists are encouraged to express it from different angles and through various forms. It could be predicted that among the participating exhibits, some would be works giving warning to the ecological crisis and criticism to disgusting actions of jeopardizing environment, but the majority of the exhibits should be works holding esteem for and singing praises of noble sentiments and spirit in protecting ecological environment. These works should focus on expressing the feelings of caring about all living things and the idea of pursuing harmonious co-existence and development between man and nature, so as to inspire the consciousness of ecological and environmental protection among the broad masses, and enhance people’s confidence in overcoming ecological crisis and building our green homeland. We trust that contemporary artists are rich in inspiration, talent, passion and individuality in their artistic creation, and would be capable of making exhibition visitors get unusual spiritual cultivation and aesthetic enjoyment.

. Requirements for Participating Artists and Works

Works for this Beijing International Biennale are to come from all over the world, and influential artists and their representative works will be selected from various participating countries. The works to be exhibited would be mainly composed of paintings and sculptures. However, a certain amount of graphic images, mixed media and devices works should also be acceptable so far as it is necessary for them to be used to express the connotation of the theme.

1. Participating artists of this Beijing Biennale, domestic and international, consist of specially invited ones and free ones. The Curatorial Committee is to make decision on the list of the invited artists, and freely participating works are welcome from all over the world.

2. As a rule, participating works should have been completed in the last five years and should be of high aesthetic taste and artistic quality. If the works are at certain agencies or collected by other people, the artists generally should be obligated to contact these agents and collectors. Mixed media works printed on paper will not be accepted.

3. The minimum size of drawing work should not be smaller than 1.2×1.2m (including frame) in principle, or larger than 3.0×3.0m (with frame), and the weight of a single work should not be more than 30kg (including frame). The minimum size of a sculpture is 50×50×50cm, and the maximum size is 200×200×200cm; the weight of a single work should not be over 150 kg (including foundation), with all parts jointed firmly, and the whole item should be non-fading, undeformable and of solid quality. The details for works of other forms are to be discussed or negotiated separately. If any special request arises, participants should contact the Organizing Committee in advance.

4. The Organizing Committee has the right to refuse to exhibit works which are not in accordance with the instructions, oversized, overweighed, noisy, smelly, easy to leak liquid, difficult to transport and arrange for exhibition or dangerous to visitors.

 V. How to Participate and Related Schedule

1. All artists should each submit the photos of 2 to 5 works of theirs to the Curatorial Committee for selection, and should send Registration Form for Participating Artists of the Fourth Beijing International Art Biennale,China 2010 and Caption of Works for the Fourth Beijing International Art Biennale China 2010. You can download the forms from the website of the Beijing Biennale (cf. XIII “Contact Organization”) or get them from the Beijing Biennale Office (for free).

    The registration is only valid with artist’s signature. Once the artist signs his name in the registration form, it is deemed that he/she obeys all the items of the regulations of the Fourth Beijing International Art Biennale.

All participating artists, while filling in the forms, are requested to be legible and leave no items unfinished. Generally, international artists (except for overseas Chinese) should fill in the forms in English. Materials will not be accepted beyond the deadline.

Participating artists are each requested to attach two personal color photos at the size of 2 inches with the registration forms. Meanwhile, an electronic image of the same photo no smaller than 1M is also required.

2. The deadline is December 30th, 2009. Please send the forms filled in by hand with signature (at the same time electronic forms are also encouraged to be sent to the email box designated by the Organizing Committee: office@bjbiennale.com.cn), color photos of the works (The size of the photo is supposed to be 12 inches, and each sculpture should be matched with three photos from different perspectives. On the back of the photo there should be the following information: name of the artist, title, size, and materials and so on. Assembled works should be attached with detailed installation diagram), compact disc (electronic image is suggested to be no smaller than 4M), reversal films or filmstrips (reversal films of 120 or filmstrips of 135, installed frame, marked basic information and reversal side and top or bottom) to the Beijing Biennale Office for the curators’ selection.

All materials related with the participating works are in principle to be kept in the archives and would not be returned. The artist should keep the copy himself/herself.

3. No registration or participating fee.

4.The curatorial committee will select exhibits from all the works by virtue of their photos and reversal films. The result will be declared at the official website of the Beijing Biennale. Meanwhile, the Organizing Committee will send the noticing letter and symposium invitation to the selected artists to clarify the duties, rights and obligations of both sides. The selected artists should return their concerned receipts with signature to the Organizing Committee in time. If it is overdue, it will be regarded as giving up selected qualification.

5. The Organizing Committee reserves the rights, such as freely exhibiting the selected and prize-winning works, freely taking photos of these works and making use of these photos free of charge, freely and publicly making use of the artists’ personal information in the registration forms and at the website without concerned expenses to the artist.

6. All the selected artists will be invited to the opening ceremony. The organizer will cover the accommodations and local transportation (for 5 days and 4 nights) in Beijing for the selected artists who are also to attend the symposium during their stay in Beijing. (If the artists’ accompanying dependents also want to come to Beijing, they should be responsible for their expenditures themselves)

 VI. Mounting, Packaging, Shipping and Insurance of Art Works

1. The Organizing Committee covers the cost of double-way transportation of foreign works by sea. For the domestic exhibits, we cover only the returning cost. And for the donated works, we cover the cost of arriving our office (reimburse related bill or receipt) and will not return these works.

2. The artists are responsible for installing frames for their works. Oil painting should be firmly fastened on the external frame, and nails and other sharp objects should not be protruding from the internal or external frames. Prints, watercolors and pastels should not be mounted on frames with glass surface. However, organic glass or transparent plastic board can be used. Works created with materials will be discussed individually.

3. The participating artists should cover the insurance fee for their works to the National Art Museum of China in Beijing. The Organizing Committee will be responsible for the insurance of their works during the exhibition and on the way back home. If the artist wants to appoint a transport company, he/she must deal with the return-insurance of the work by himself/herself.

 4. The Organizing Committee will timely inform international artists the transport company we are to have designated. If foreign artists don’t appoint the transport company in written form, it will be regarded as agreeing with the transport company that we designated. Overseas participants should deliver their packaged works according to the requirements of the transport agency we designated (We will inform your address and telephone number to the transport agency in advance). The packaged box should bear clearly-written participant number we are to inform on it, and its cost should be paid for by the owner. In principle, transport agents do not pick up works directly from an artist’s house or gallery. If needed, participants should make explanation in the column of “remark” in the form of work caption.

Domestic participants should directly send packaged works to the Beijing Biennale Office in time (about the specific time, we will inform), with participant number we are to inform on the box. The participants should cover the cost. If participants directly bring their works to our office, they also need to be packaged with the number on the box. And it is necessary to make a call in advance.

Selected participants should send the works we would have selected to the transport agent in time. If they change works without getting agreement from the Organizing Committee, we have the right to refuse the works. If works cannot be transferred to the agent or to the Organizing Committee timely, we are not responsible for their missing the exhibition.

   If artists send works which have not been selected to the Organizing Committee or to the venue of the exhibition, the Organizing Committee will refuse such works and have no obligation to maintain or return them.

5. If works are damaged due to inappropriate package or deformed because of their instability and infirmity during transportation, the Organizing Committee will not be in a position to compensate for the loss. 

6. The Organizing Committee will be responsible for returning the works. If the selected artists abroad send their works to the Organizing Committee without the assistance of the appointed agents, the Organizing Committee will not be responsible for returning their works. If really necessary to return the works, the artists should negotiate with the Organizing Committee in advance.

VII. The Album of Works and Publicity Materials
1. The album: 635mm×965mm 1/8 color format. In addition to all participating works, it includes brief introductions to artists, and short explanation of the art works. Each participating artist will be presented with one copy of the album.

3. Color Poster
4. Invitation Cards (for the opening ceremony, cocktail party and symposium respectively)

5. The Organizing Committee has the whole copyright of the album mentioned above, exhibition guide and Hand Book for Help.

VIII. Symposium and Proceedings

1. An international symposium with simultaneous interpretation (in both French and English) will be held after the opening ceremony.
    2. The Curatorial Committee members, exhibition participants, influential art critics, curators, scholars, editors and so on will be invited from both home and abroad.
    3. Discussion will focus on the exhibition theme, for instance, “the relationship between current ecological environment and humanistic art”.
    4. Mode of the symposium: Round-table conference or timed speeches and discussion.
    5. The collection of the papers or speeches will be published in both Chinese and English after the symposium

. Awards
The international jury consisting of artists, curators and critics from China and international community will decide on the Awards for Best Work, Excellent Work, and Outstanding Chinese Young Artist’s Work before the inauguration of the exhibition. The result will be declared through media and the prizes will be awarded at the dinner party.

The Organizing Committee will issue Certificate for Selection, Certificate for Donation and Certificate for Winning Prize.

Ⅺ. Donation and Collection

1. The Organizing Committee welcomes participating artists to donate their works. Donation is confirmed by the signature on the Form of Work Caption. The Organizing Committee will issue certificates to the donators. We will pay materials subsidies for the works. The donated works will be displayed in a special hall during the next Beijing Biennale.

2. The Organizing Committee has the priority to collect the prize-winning works. We will pay proper honorariums to the artists.

The Organizing Committee of the Fourth Beijing Biennale (Organizing Committee for short), composed of honorary director, executive director, deputy directors and committee members, coordinates the cooperation among sponsors, supporting organizations, co-organizations and related departments, and is responsible for the preparatory and exhibition work of the Fourth Beijing Biennale.
Curatorial Committee:
The Curatorial Committee of the Fourth Beijing Biennale (Curatorial Committee for short), composed of directors of the organizations involved and artists invited and international curators, undertakes the academic work of the Biennale’s preparation and exhibition, including recommendation of specially invited artists, selection of art works, planning for the symposium and editorial work for the album of works and the publication of the collection of papers and speeches at the symposium, etc.

XIIII. Issue and Solution
The Organizing Committee is responsible for coordinating all the matters and controversy relating to the Fourth Beijing Biennale. Otherwise, artists can apply for arbitration to Beijing-based China International Economic and Trade Arbitration Committee, and the law of People's Republic of China will be applied. 

The Constraining Power of the Regulation

This regulation is open on the Beijing Biennale’s official website.

This regulation has the constraining power to all the participating artists, the Organizing Committee and the appointed transport agency. The artists applying to participate in this Beijing International Art Biennale are all regarded as agreeing with the above regulations and the content of the forms. The Organizing Committee of the Fourth Beijing International Art Biennale has the sole right to explain the regulations.

With respect to the selected artists of overseas Chinese and from Hong Kong and Taiwan, their rights and obligations are the same as their counterparts in the mainland of China.
